OFFICIAL GANG RULES & REGULATIONS

Rules are subject to change at any time. Gang leadership and members are responsible for remaining familiar with the current rules.

All citizens are expected to follow the FURP City Rules at all times. The following rules are additional requirements that apply to city-recognized gangs and organizations.

Being an official gang is a privilege—not a right.

The Gang Team reserves the right to intervene when an organization's behavior negatively impacts the quality of RP within the community.


 1. GANG REGISTRATION

To apply for recognition as an official FURP gang, your organization must:

  • Have a minimum of 5 active members max of 20.
  • Establish an active presence within the city. The group must be in the server a minimum of 7 days before applying.
  • Develop relationships and network naturally with other organizations and citizens.
  • Establish your organization's identity through actual RP.
  • Submit an official Gang Application through the FURP Discord.
  • Wait for the Gang Team to review your application.

    Gangs are free to establish. Any additional items like custom pocket flag/masks/clothing or MLO requires a Tebex FURP Package which can be found at

There is a specific in city process to establish your organization. It is up to your gang to find any locations or obtain items needed to establish alongside the gang application.

Application Rules

  • Do not DM staff asking for application updates.
  • Applications will be reviewed when the Gang Team is available.
  • Submitting an application does not guarantee acceptance.
  • Each player may only have ONE character affiliated with an official gang.
  • Gang characters may not be used to transfer information, assets, or relationships between other characters.

Staff may consider:

  • Activity
  • RP quality
  • Community involvement
  • Organization structure
  • Previous disciplinary history
  • Interactions with other organizations
  • Overall contribution to the city

Being gang like other cities isn’t just because you paid for it. To be a gang in FURP staff has to feel like you will positively contribute to the gang environment.


 2. ONCE ACCEPTED

Acceptance of your application begins the recognition process.

The Gang Team will contact gang leadership through Discord.

Your organization may then:

  • Participate in an IC meeting with representatives of the Gang Team.
  • Receive instructions regarding official gang recognition.
  • Complete any required in-city recognition process.
  • Begin a 7-day probationary period.

7-Day Probation

During this period, the Gang Team will closely monitor:

  • Member activity
  • Quality of RP
  • Criminal activity
  • Gang interactions
  • Police interactions
  • Conflict escalation
  • Member behavior
  • Leadership

Organizations demonstrating excessive gunplay, poor RP, toxicity, or a win-first mentality may have their recognition denied or revoked.


 3. DENIED GANG APPLICATIONS

Applications may be denied for several reasons.

The Gang Team will provide the organization with the general reason for the denial.

A denied organization may reapply after 5 days unless otherwise instructed.

Use this time to:

  • Become more active.
  • Develop your organization through RP.
  • Establish relationships.
  • Improve RP quality.
  • Address concerns raised by the Gang Team.

Do not repeatedly contact staff attempting to overturn an application decision.


 4. OFFICIALLY RECOGNIZED GANGS

Once recognized, gangs must complete all required in-city steps for official creation. This includes the in city creation of the gang with specific items. It’s highly suggested to the network to find this info in the city. Staff will not be providing this information.

All recognized gangs must participate in the Official FURP Gang Discord.

Discord Requirements

  • Every rostered member must be present in the Gang Discord.
  • Rosters must remain accurate and current.
  • Leadership is responsible for adding and removing members as changes occur.
  • Failure to maintain an accurate roster may result in a Gang Strike.

Gang Team will continue monitoring organizations even after recognition.

Official status does not make your organization immune from review.


 5. GANG ROSTERS

Minimum Roster

Official gangs must maintain at least:

5 active members

If membership falls below 5, leadership will have 7 days to return to the minimum.

If circumstances prevent this, leadership should contact the Gang Team through the appropriate Discord channel or ticket.

Failure to communicate may result in the organization losing official status.

Maximum Roster

Official gang rosters are limited to:

20 members maximum

Hangarounds / Associates

Organizations may RP with hangarounds, associates, prospects, business partners, or similar non-rostered individuals. The hang around process must be a minimum of 5 days. No one should have ‘fly-ins' participating in any gang violence. They can however do jobs and city crime with your group.

However:

If they are not on the official roster, they may NOT participate in official gang beefs, wars, or organized gang combat.

Using non-rostered players to circumvent scene limits will result in disciplinary action.


6. GANG ACTIVITY

Gang leadership is expected to maintain an active presence.

Organizations should contribute to the city through more than criminal activity.

Examples include:

  • Business RP
  • Social events
  • Recruitment
  • Meetings
  • Negotiations
  • Alliances
  • Rivalries
  • Criminal enterprises
  • Community interactions
  • Police interactions
  • Long-term storylines

If an organization becomes consistently inactive, leadership may receive an activity warning.

Continued inactivity may result in removal of official gang status at the Gang Team's discretion.


7. SCENE INITIATION — 2 MINUTE RULE

  • Before escalating an interaction into violence, players must provide at least 2 minutes of meaningful RP initiation.
  • Initiation must clearly establish the conflict and give everyone involved a reasonable opportunity to understand, respond, and participate in the scene.
  • Simply exchanging insults, issuing a quick threat, or saying a few words does not automatically qualify as meaningful initiation.
  • Do not start a conversation with the sole intention of shooting as soon as the 2-minute timer is reached. The purpose is to create RP, not satisfy a timer.
  • Established or ongoing RP may be considered when determining whether proper initiation occurred.

2 minutes is the minimum—not a countdown to gunfire. RP first, escalate naturally.


 8. ROLEPLAY FIRST

Quality RP always comes before winning.

Gang RP should create stories—not simply create reasons to shoot people.

Members are expected to:

  • Remain in character during active scenes.
  • Accept reasonable losses.
  • Allow situations to develop naturally.
  • Give opposing players opportunities to RP.
  • Create meaningful rivalries and alliances.
  • Allow actions to have consequences.
  • Avoid unnecessary escalation.
  • Separate IC conflict from OOC feelings.

Win Mentality

FURP does not support a "win at all costs" mentality.

Losing:

  • A shootout
  • Turf
  • Drugs
  • Money
  • Weapons
  • Members
  • A police chase
  • A robbery
  • A negotiation

does not mean you lost RP.

Sometimes taking an L creates a better story than winning.


 9. GUNPLAY

FURP is not GTA Online with extra steps.

Firearms should not be the solution to every disagreement.

Gang RP should include:

Conversation → Conflict → Escalation → Consequences

when reasonably possible.

Patterns of:

  • Constant shootings
  • Immediate escalation to firearms
  • Hunting rival gangs
  • Repeated retaliation
  • Shooting police for minor reasons
  • Treating every disagreement as a death sentence

may result in Gang Team intervention.

Organizations demonstrating consistent Low Quality RP (LQRP) may receive gang discipline regardless of whether individual scenes technically violate another rule.


 10. GANG COLORS & CLOTHING

Organizations cannot claim ownership over generic colors or standard clothing available to everyone.

You cannot start gang beef simply because someone wears:

  • Red
  • Blue
  • Green
  • Black
  • Purple
  • Yellow
  • Another commonly available color

Custom Gang Clothing

Custom clothing created specifically for an organization belongs to that organization's identity.

Groups may not intentionally impersonate another official organization.

If someone obtains or wears your custom clothing:

RP the situation first.

If it becomes repeated trolling or intentional impersonation, submit a ticket.

Blacking Out

Gang members may remove colors when:

  • Selling drugs
  • Performing jobs
  • Conducting covert criminal activity
  • Attempting to hide their affiliation
  • Participating in appropriate RP

However, specific war rules may require colors to remain visible.


11. GANG VEHICLES & ASSETS

Gang-specific vehicles belong to the organization, not individual members.

If a member leaves the organization, gang vehicles must remain with or be returned to the gang.

Server-supported or donated gang assets remain subject to FURP ownership and development policies.

If an organization disbands, FURP reserves the right to:

  • Remove assets
  • Repurpose assets
  • Place vehicles into civilian dealerships
  • Reassign server-supported assets

Leaving an organization does not grant ownership over gang-specific assets.


12. TURF REGULATIONS

Official gangs may control up to:

3 Turfs

without additional in-game penalties unless otherwise established by server mechanics.

Taking Turf

Turf conflict must have meaningful RP behind it.

You may not take turf:

  • "Just because."
  • Solely because nobody is online.
  • By deliberately avoiding the controlling organization.
  • Without meaningful interaction or buildup.
  • Solely to manipulate mechanics.

Offline selling specifically intended to avoid RP conflict is prohibited.

Gang Team may restore turf to the previous organization when staff determines it was taken through rule abuse or without meaningful RP.

Businesses

Do not tag privately owned businesses without legitimate RP justification or an established scene.

Civilian businesses should not become collateral damage simply because gangs want somewhere to tag.


13. DRUG TURFS & SELLING

A single gang may have no more than:

5 members on one selling turf.

Organizations may operate on multiple turfs simultaneously, but each individual turf remains limited to 5 participating members.

There should be no active drug selling on the contested turf during an active shootout between gangs.

Resolve the active conflict before returning to normal selling activity.


 14. GANG BEEFS

Gang beef should develop naturally through RP.

Examples might include:

  • Disrespect
  • Business disputes
  • Drug conflicts
  • Territory disputes
  • Robberies
  • Betrayals
  • Broken agreements
  • Personal conflicts that reasonably escalate into organizational conflict

Initiation

Proper initiation is required before violence.

Both sides should reasonably understand that a situation has escalated into immediate violence.

Weak or intentionally vague initiation designed solely to justify shooting may result in Gang Team discipline.

Retaliation

Gang conflict may not become an endless cycle of:

Shoot → Respawn → Retaliate → Repeat

There must be a minimum:

30-minute cooldown

between retaliatory attacks involving the same conflict.

The cooldown does not erase the RP. It exists to prevent nonstop combat loops.

Use the time to actually RP.


 15. GANG SCENE LIMITS

Gang beef scenes are limited to:

6 vs. 6

Each side may additionally have:

1 lookout

The lookout may provide observational support but cannot participate in the shooting.

The lookout does not become a sixth combatant because the situation is going badly.

Organizations may not rotate members into a scene to circumvent the limit.

Once your side's participants are established, those are your participants for that active scene.

Server-wide scene limits listed within the FURP City Rules must also be followed.


 16. NO "FLY-IN" REINFORCEMENTS

You may not use Discord or other OOC communication to tell members to wake up/fly into the city because a gang situation is occurring.

Examples:

❌ "We're getting jumped, get on."

❌ "War is popping off, everyone fly in."

❌ "They're selling on our turf. Wake up."

❌ Waiting for additional members to log in before continuing a scene.

Scenes should reflect the people who are naturally active within the city.

Using OOC communication to artificially increase your numbers is metagaming and may result in individual and gang discipline.


17. GANG WARS

Official gang wars require Gang Team approval.

Gang leadership must contact the Gang Team before a conflict becomes an official war.

The Gang Team will coordinate a meeting to establish war terms.

Terms may include:

  • Participants
  • Scene limits
  • Colors
  • Territory
  • Victory conditions
  • Duration
  • Special conditions
  • Conditions for peace

War Colors

Gang colors must be worn during an officially declared war unless Gang Team-approved terms state otherwise.

Removing colors specifically to avoid war interactions may result in gang discipline.

Peace

If either organization formally requests peace, the war must end.

Once peace is established, the organizations involved may not intentionally antagonize one another into another gang beef for:

14 days

This does not mean characters must become friends.

It means you cannot deliberately manufacture another war immediately after ending the previous one.

Ambushes

War does not automatically create permanent KOS.

Ambushes must still provide some reasonable level of RP interaction/initiation before immediate violence unless specific Gang Team-approved war terms state otherwise.


18. EXTENDED GANG CONFLICT

Standard gang beef should have an eventual objective or conclusion.

If organized conflict continues beyond:

7 days

the Gang Team may require leadership to:

  • Resolve the conflict through RP.
  • Negotiate peace.
  • Establish victory conditions.
  • Request official war status.

Gang conflict should tell a story.

It should not become weeks of meaningless shootouts.


19. ALLIANCES

Alliances should develop naturally through RP.

Organizations are encouraged to create:

  • Business relationships
  • Partnerships
  • Temporary alliances
  • Long-term alliances
  • Non-aggression agreements
  • Secret deals
  • Betrayals
  • Coups
  • Internal political conflicts

However, alliances may not be used to bypass gang scene limits.

Two allied gangs cannot combine their rosters to overwhelm another gang during a gang conflict unless specifically permitted by Gang Team-approved RP.

Gang politics must remain IC.

OOC friendships or disagreements should not determine IC gang relationships.


20. POLICE INTERACTIONS

Gangs must fear police presence and government consequences.

Police are not NPCs.

Gang members should consider:

  • Witnesses
  • Evidence
  • Arrest
  • Warrants
  • Raids
  • Seizures
  • Prison
  • Gang investigations

before committing serious crimes.

Do not shoot police simply because they arrive.

Gang crime should provide officers opportunities for interaction when reasonable.

This does not mean gangs cannot fight police.

It means violence against law enforcement should make sense within the RP leading to it.


 21. CRIMINAL ACTIVITY

Gang crimes should create RP for everyone involved.

Not every robbery should immediately become:

Robbery → Hostage → Chase → Shootout

Gang crime scene limits are still to be observed from the city rules.

Prohibited Behavior

  • Constant robbery grinding without meaningful RP.
  • Pursuit baiting.
  • Intentionally provoking police solely to create chases.
  • Vehicle ramming solely to disable another vehicle without appropriate RP.
  • Using repetitive criminal mechanics without meaningful interaction.

Criminal RP should contribute to the city rather than treating crime scripts as money-farming activities.


22. KIDNAPPING & HOSTAGES

Hostage RP must be meaningful.

Hostages are players participating in your scene, not props.

Do not:

  • Repeatedly kidnap the same player.
  • Kidnap people solely to farm money.
  • Constantly target new players.
  • Give hostages no opportunity to speak or react.
  • Immediately execute hostages without meaningful RP.
  • Use fake hostages to manipulate robbery systems.

Hostages must be given reasonable opportunities to participate in the scene.


23. FEAR RP / VALUE OF LIFE

Gang affiliation does not make your character fearless.

Gang members must value their lives.

Running directly into impossible odds without concern for survival may constitute NVL/Fail RP.

Players should react appropriately to:

  • Firearms
  • Injuries
  • Being surrounded
  • Kidnapping
  • Torture
  • Serious threats
  • Police presence
  • Being outnumbered

Your organization's identity should also influence your RP.

For example:

A street gang may operate differently from a mafia, cartel, biker club, or organized crime family.

Develop an identity and RP according to it.


 24. GREEN ZONES

All FURP Green Zone rules must be respected.

Green Zones may not be used to escape active gang RP.

You cannot intentionally flee into a Green Zone simply because another organization is pursuing you.

Likewise, gangs cannot camp Green Zones waiting for rival members to leave.

Do not abuse protected areas to gain an advantage.


25. DOWNED PLAYER CONDUCT

Keep the RP respectful.

Do not stand over downed players excessively trash-talking, screaming insults, or attempting to create OOC hostility.

Short IC comments related to the situation are acceptable.

Turning someone's downed state into several minutes of humiliation is not.

Win with class. Lose with class. Continue the story.


 26. METAGAMING

Gang information must be obtained in character.

Do not use:

  • Discord
  • Streams
  • Twitch chats
  • YouTube
  • TikTok
  • Clips
  • DMs
  • Screenshots obtained OOC
  • Information from another character to gain an IC advantage.

Stream Sniping

Stream sniping is strictly prohibited and may result in a ban.


27. MULTI-CHARACTER GANG RULE

Players may only have:

ONE gang-affiliated character.

Your other characters cannot:

  • Feed your gang information.
  • Scout rival gangs.
  • Move gang assets.
  • Gather police information.
  • Manipulate businesses for your gang.
  • Join another gang.
  • Assist your gang during conflicts.

Your characters are separate people.

Keep them separate.


 28. GANG DISCORD CONDUCT

The FURP Gang Discord is an OOC administrative space.

Treat it accordingly.

Expectations

  • Respect other players.
  • Respect Gang Team members.
  • Keep rosters updated.
  • Keep IC hostility out of OOC channels.
  • Use designated channels appropriately.

Prohibited

  • OOC trash talking
  • Harassment
  • Threats
  • Slurs
  • Hate speech
  • Posting clips solely to humiliate another organization
  • Starting OOC arguments about IC situations
  • Intentionally provoking rival gangs OOC

Members may receive Discord timeouts when behavior does not warrant removal but requires intervention.

Severe behavior may result in removal from the gang system or community.

What happens IC stays IC.


 29. LEADERSHIP EXPECTATIONS

Gang leaders are responsible for the overall conduct and direction of their organization.

Leadership should:

  • Encourage story-driven RP.
  • Correct poor member behavior.
  • Maintain accurate rosters.
  • Communicate with Gang Team.
  • Prevent OOC drama.
  • Promote community involvement.
  • Set the RP standard for their members.
  • Address repeated LQRP.

"I didn't know my member was doing that" will not always protect an organization from consequences when leadership demonstrates a pattern of failing to manage its members.


30. GANG STRIKE SYSTEM

FURP uses a gang strike system.

🟡 FIRST STRIKE — WARNING

The organization receives a formal warning and an opportunity to correct the issue.

Leadership is expected to address the behavior immediately.

🟠 SECOND STRIKE — SUSPENSION

Gang privileges may be temporarily suspended.

This may include restrictions on:

  • Gang systems
  • Turf
  • Gang assets
  • Gang activities
  • Official recognition privileges

Specific restrictions will be determined by the Gang Team.

🔴 THIRD STRIKE — DISBANDMENT

The organization may be officially disbanded and lose recognized gang status.

Immediate Action

The Gang Team reserves the right to skip any or all stages of the strike system when an organization demonstrates behavior severe enough to make it unsuitable for the FURP community.


 31. STRIKE EXPIRATION

Gang strikes may be eligible for removal after:

60 days

provided the organization has received no additional strikes or repeated the behavior that caused the original strike.

Strike removal is not necessarily automatic and remains subject to Gang Team review.


32. DISBANDED ORGANIZATIONS

Unless permanently removed from the community, members of a disbanded organization may apply to create/reestablish a gang after:

30 days

Gang Team will consider:

  • Previous violations
  • Member disciplinary history
  • RP since disbandment
  • Community behavior
  • Leadership changes
  • Whether previous problems were addressed

Severe individual infractions may prevent approval.

Note: There is a 7 day cooldown on leaving a gang to join another. Gang hopping is not allowed. If a gang is disbanded you can bypass this 7 day cooldown but only if officially disbanded with staff and not as a result of discipline actions.

Members may start their own new gang after a gang disbands but it will be the same establishment process as any other new gang.



 33. Gang Hopping / Character Gang Limit

To promote meaningful character development, gang loyalty, and quality roleplay, gang hopping on a single character is prohibited. Only exception to this is the gangs disbanded on their own and not at your own fault.

  • A single character may be a member of a maximum of three (3) different gangs during that character's lifetime.
  • Once a character has reached the three-gang limit, the player must create a new character if they wish to join another gang.
  • Leaving, being kicked from, or otherwise separating from a gang still counts toward the three-gang limit if the character was an established member.
  • Players may not repeatedly move the same character between gangs simply to avoid consequences, gain access to gang resources, or participate in ongoing conflicts.
  • Gang affiliations should make RP sense and have appropriate character development behind joining or leaving an organization.
  • Staff reserves the right to intervene when a pattern of gang hopping is being used to manipulate gang systems or negatively impact RP.

Your character's gang history matters. Choose your affiliations carefully.


34. GANG TICKETS

Gang-related rule violations should be reportd through the designated FURP Gang Ticket system.

When submitting a ticket, provide:

  • Player/gang involved
  • Approximate time
  • Explanation of what occurred
  • Relevant rule
  • Video/bodycam when available
  • Screenshots or additional evidence

Do not immediately run to Discord after every IC disagreement.

Attempt to determine whether you actually experienced a rule violation or simply lost an RP situation.

Ticket Conduct

Remain respectful.

Gang tickets are for resolving issues—not continuing gang beef OOC.

Disrespect toward players or staff within tickets may result in additional disciplinary action.


 35. INDIVIDUAL & ORGANIZATION PUNISHMENTS

Breaking gang rules may result in punishment against the individual player, the organization, or both.

Possible consequences include:

  • Verbal warning
  • Written warning
  • Individual disciplinary action
  • Gang warning
  • Gang strike
  • Temporary gang suspension
  • Loss of gang privileges
  • Loss of turf
  • Removal of gang assets
  • Loss of official gang status
  • Gang disbandment
  • Temporary player ban
  • Permanent player ban

Punishments are determined based on severity, intent, history, and impact on RP.


36. GANG TEAM DISCRETION

Not every possible situation can be written into a rulebook.

The Gang Team may intervene when behavior violates the spirit of FURP's gang system, even when someone attempts to exploit a technical loophole in the wording of these rules.

Staff may consider:

  • RP quality
  • Intent
  • Escalation
  • Previous interactions
  • Pattern of behavior
  • Impact on other players
  • Organization history
  • Whether actions were taken primarily to win rather than create RP

Do not rules-lawyer the gang rules.

Finding a loophole does not automatically make something acceptable.


37. Government Leadership Restrictions

To prevent conflicts of interest, abuse of authority, and the mixing of gang influence with high-level government operations, the following restrictions apply to all FURP-recognized gangs and organizations:

  • Gang Leaders and Second-in-Command (2IC) members may not hold a high-ranking government services position on ANY character.
  • This restriction applies regardless of whether the government character is associated with the gang in RP.
  • Creating or using a separate character does not bypass this restriction.
  • High-ranking government positions include, but are not limited to:
  • Police / Sheriff Command
  • EMS / Fire Command
  • Department Heads
  • High-ranking DOJ positions
  • High-ranking Government Officials
  • Any position determined by FURP Leadership to have substantial administrative, supervisory, investigative, or decision-making authority within a government service.
  • Players must choose between maintaining their Gang Leader/2IC position or accepting/maintaining a restricted high-level government position.
  • Attempts to circumvent this rule through alternate characters, temporary rank changes, hidden leadership, or unofficial leadership arrangements may result in gang strikes and/or staff disciplinary action.

38. THE GOLDEN RULE OF FURP GANG RP

ROLEPLAY > GUNPLAY

If your organization's actions consistently ruin RP for others, the Gang Team may intervene even if the exact behavior is not specifically listed above.

FURP is a roleplay community first.

It is not your personal gang server.

It is not GTA Online.

Your gang should create:

  • Stories
  • Enemies
  • Allies
  • Business
  • Conflict
  • Negotiations
  • Betrayals
  • Consequences
  • Character development
  • Memorable moments

Not every insult requires a gun.

Not every loss requires revenge.

Not every rival needs to die.

Not every police interaction needs to become a shootout.

Build something bigger than your gang's scoreboard.

BE UNHINGED. CREATE CHAOS. BUT MAKE IT ROLEPLAY.
