Better Business Bureau & Business Ownership SOP

The Fully Unhinged RP Better Business Bureau (BBB) oversees all player-operated businesses within the city. Businesses are considered government-controlled entities granted to citizens for the purpose of creating roleplay, employment, and economic activity.

Owning or operating a business is a privilege—not an entitlement.

The BBB maintains final authority over all city-recognized businesses, including ownership, management, operations, disciplinary action, transfers, and closure.

🏛️ 1. BBB AUTHORITY

The Better Business Bureau has final say regarding all business-related matters.

The BBB may:

Approve or deny business applications.
Approve or deny ownership transfers.
Remove or replace business ownership.
Suspend business operations.
Issue warnings or strikes.
Investigate complaints.
Review business activity.
Review employee rosters.
Review pricing and economic impact.
Require operational changes.
Restrict certain business practices.
Repossess inactive businesses.
Temporarily close businesses.
Permanently close businesses when necessary.
Make decisions necessary to protect the city's economy, community, and roleplay environment.

BBB decisions supersede agreements made between players regarding government-controlled businesses.

💼 2. BUSINESS OWNERSHIP

Receiving ownership of a business does not mean the player permanently owns the business asset.

The city retains control of all recognized businesses.

Business owners are effectively entrusted with operating the business while they remain:

Active within the city.
In good standing with the community.
Compliant with city and BBB rules.
Capable of maintaining the business.
Actively creating roleplay.
Properly managing their employees.

Businesses should exist to generate roleplay, not simply generate passive income.

📋 3. OWNER RESPONSIBILITIES

Business owners are responsible for the overall operation of their business.

Owners are expected to:

Maintain reasonable activity.
Keep an accurate employee roster.
Properly train employees.
Maintain appropriate management.
Ensure employees follow city rules.
Maintain reasonable business pricing.
Create opportunities for community interaction.
Handle employee issues professionally.
Cooperate with BBB requests and investigations.
Notify the BBB of significant changes involving the business.

Owners who disappear without communication risk losing ownership of the business.

👥 4. EMPLOYEES & MANAGEMENT

Owners may hire employees and establish an internal management structure.

However, management positions do not establish ownership rights.

Employees or managers cannot claim ownership of a business because they:

Worked there for an extended period.
Invested personal money into the business.
Were promised ownership by the previous owner.
Were given management permissions.
Were verbally told they would inherit the business.

Only the BBB may officially approve a change in ownership.

🔄 5. OWNERSHIP TRANSFERS

Business owners cannot privately sell, give away, or transfer a government-controlled business.

Any ownership change must be approved through the BBB.

A proposed successor may be considered, but the BBB is under no obligation to approve that individual.

The BBB may instead:

Approve the proposed transfer.
Select another qualified individual.
Open applications for new ownership.
Temporarily place the business under government management.
Close or restructure the business.

Any money exchanged for an unauthorized business transfer may not be recognized or reimbursed by the government.

💰 6. BUSINESS ECONOMY & PRICING

Businesses must operate in a manner that supports the overall city economy.

Owners may generally establish their own pricing unless those prices begin negatively impacting the economy or intended business balance.

The BBB may intervene when necessary regarding:

Excessively high pricing.
Intentionally undercutting entire industries.
Economic exploitation.
Abusing business mechanics.
Improper payouts.
Unrealistic employee compensation.
Manipulation of government-funded systems.
Attempts to bypass intended economic systems.

The goal is not to control every transaction—it is to maintain a healthy and sustainable city economy.

💤 7. BUSINESS ACTIVITY

Businesses are expected to remain reasonably active.

The BBB may review businesses that demonstrate extended inactivity.

Factors may include:

Owner activity.
Employee activity.
Business transactions.
Community engagement.
Availability of services.
Attempts by ownership to create business-related RP.

A business should not remain locked under inactive ownership while active citizens are willing to operate it.

When real-life circumstances require an extended absence, owners should communicate with the BBB whenever possible.

⚠️ 8. BUSINESS DISCIPLINE

Depending on the circumstances, the BBB may use progressive disciplinary action.

Verbal / Informal Warning

Used for minor issues that can reasonably be corrected.

Official Warning

A documented warning requiring corrective action.

Business Strike

Issued for significant or repeated violations.

Suspension

Business operations or ownership privileges may temporarily be suspended.

Ownership Removal

The owner may be removed and the business reassigned.

Business Closure

The BBB may close a business entirely when continued operation is no longer beneficial to the city.

Severe violations do not require progressive discipline.

The BBB may immediately suspend operations or remove ownership when circumstances justify it.

🚫 9. BUSINESS ABUSE

Business ownership may not be used to:

Exploit game mechanics.
Funnel money improperly.
Generate unreasonable passive income.
Provide unfair benefits to friends, gangs, or organizations.
Hide or launder improperly obtained funds through exploitative mechanics.
Circumvent city rules.
Intentionally damage another business through OOC behavior.
Abuse employee permissions.
Hoard ownership while refusing to operate the business.

Business competition in RP is encouraged.

OOC sabotage, harassment, exploitation, or attempts to destroy another player's business outside legitimate RP are not.

🤝 10. BUSINESS CONFLICTS

Business disagreements should first be handled through reasonable RP whenever appropriate.

If the issue involves:

Ownership disputes.
Government permissions.
Business mechanics.
Employee access.
Economic concerns.
Rule violations.
OOC disputes.
Unauthorized transfers.

A BBB ticket should be opened.

Players should not harass staff or BBB members through DMs attempting to influence a decision.

📢 11. BBB COMPLAINTS

Citizens may submit complaints regarding city businesses.

Complaints should include as much relevant information as possible, including:

Business name.
Individuals involved.
Description of the issue.
Approximate date/time.
Screenshots, clips, or other evidence when available.

Filing a complaint does not guarantee disciplinary action.

The BBB will review the circumstances and determine whether intervention is necessary.

False, malicious, or intentionally misleading complaints may result in disciplinary action.

🏦 12. GOVERNMENT CONTROL

All city-recognized businesses ultimately fall under the authority of the Fully Unhinged RP Government and Better Business Bureau.

The government reserves the right to modify:

Business ownership.
Business locations.
Available businesses.
Recipes or products.
Pricing limitations.
Employee limits.
Business mechanics.
Government funding.
Business classifications.
Operational requirements.

Changes may be necessary as the city economy and community develop.

💵 13. BUSINESS TAXES

Fully Unhinged RP will utilize a city-wide sales tax system for business taxation.

Rather than requiring individual business owners to manually calculate or submit traditional business taxes, applicable taxes will be handled through a standardized sales tax applied throughout the city.

The official sales tax percentage is still to be determined.
Once finalized, the established tax rate and any applicable procedures will be updated within these rules accordingly.
All government-recognized businesses will be subject to the established city-wide sales tax system where applicable.
Business owners are responsible for staying informed of any updates to the tax rate or taxation procedures.
The BBB and City Government reserve the right to adjust the sales tax rate when necessary to maintain a balanced and sustainable city economy.

Until an official tax rate is announced and added to these rules, no additional business tax requirements should be assumed unless otherwise communicated by the BBB or City Government.

The purpose of the city-wide sales tax system is to keep business taxation simple, consistent, and fair while supporting the overall Fully Unhinged RP economy.

📜 14. FINAL AUTHORITY

The Fully Unhinged RP Better Business Bureau has final authority regarding government-controlled businesses.

Owning a business does not grant permanent possession of that business.

The purpose of business ownership is to provide:

Roleplay. Employment. Community interaction. Economic activity. Opportunity.

Business owners who contribute to those goals will be given reasonable freedom to operate and grow their businesses.

When a business becomes inactive, abused, exploited, or harmful to the city, the BBB reserves the right to intervene.

Businesses belong to the city. Citizens are given the opportunity to operate them.

All BBB decisions are made with the overall health of Fully Unhinged RP and its economy in mind. Rules and requirements are subject to change as the city develops.
